Refused Pay for Commission based sales

I worked for an advertising company doing door to door sales for Insulation Companies. In the 2 weeks before the Government cancelled the insulation rebate, I made 7 sales, sent the details to my boss, and he then passes them on to the insualtion companies. If our sales do not go through, we do not get paid. Usually the time from me passing on the details to the insulation getting installed is two days, and all the sales I made were three or more days before the scheme was cancelled so could have easily been installed. My boss is now saying that I am not going to get paid as none of the jobs were completed. This has never happened to me before, the most that ever got cancelled in a week was one. I do not believe them as at first my missing pay, which i had messaged and rang him about for two weeks, was apparently only missing due to a clerical error, now he has announced this. Why did he not know that in the first place? Also, they have always been really bad at paying us on time. Do I have any rights? I really believe that the customers were either not even contacted or have had it installed but they dont want to tell us so that they save money as obviously they will have lost some when the rebate was cancelled. All the paperwork I signed really said was how much we get paid for a sale and when we get paid, nothing about if the sales don't go through.Please help me, I really need the money.
